Literal homelessness is an eligibility requirement for RRH and PSH and documents required to establish eligibility include 3rd-party proof that the client is experiencing category 1 or 4 of the HUD definition of homelessness.
If a client submits proof of homelessness but there is good-faith reason to believe that the proof was submitted fraudulently, you may require alternative proof or documentation.
If the client or case manager cannot provide a non-fraudulent verification of homelessness, then you must reject them from the program.
As always, be sure to extensively document why you believe eligibility documentation is fraudulent before rejecting the client. The client may have a right to seek legal compensation if their eligibility paperwork is unreasonably denied.
